Support for
students with
disabilities
The Agency for the Protection of the Rights of Persons with Disabilities under the Ministry of Social Security and Labour of the Republic of Lithuania, in accordance with the regulations on financial assistance for students with disabilities in higher education institutions, has been providing financial support since 2006.
Financial support is provided to students with disabilities who have a participation level of 45% or lower (work capacity level until 31 December 2023), or a severe or moderate disability level, to meet their special needs related to studies and/or to partially compensate study expenses, for those studying at a higher education institution for the first time after the disability was established, i.e., who have not completed the corresponding study cycle (except in the case specified in paragraph 14.3), enrolled in:
1 | First-cycle (Professional Bachelor or Bachelor degree) study programme or an integrated study programme; |
2 | Second-cycle (Master's) study programme; |
3 | Professional study programme; |
4 | Third-cycle (Doctoral) study programme; |
5 | Short-cycle study programme. |
Required documents
The State Study Fund (hereinafter SSF), implementing the project "Increasing Study Accessibility", helps Lithuanian higher education students by providing targeted benefits (€280), available to students with disabilities who meet the following requirements:
Citizens of the Republic of Lithuania or citizens of other states and stateless persons who have declared permanent residence in the Republic of Lithuania;
Who have a work capacity level of 45% or lower, or a severe or moderate disability level;
Are studying for the first time (except in cases where a person with a disability who previously interrupted studies or was expelled resumes studies. In this case, targeted benefits are not provided for the period for which benefits were paid before interruption or expulsion):
3.1. in a first-cycle (Professional Bachelor or Bachelor) study programme or an integrated study programme;
3.2. in a non-degree study programme; have no academic debts and/or no disciplinary penalties.
Students seeking targeted benefits must apply electronically through the Fund's information system (IS "PARAMA") during the main admission period:
Autumn semester | From September 1 to October 16 of the current year. |
Spring semester | From February 1 to March 16 of the current year. |
Social scholarships (SSF) — social scholarships are available to first-cycle, integrated studies, second-cycle students, and students enrolled in non-degree study programmes, whether studying in state-funded places or paying their own tuition fees.
Except for students who:
1 | Are not entitled to a state-funded study place or tuition fee compensation under Article 72 of the Law on Science and Studies; |
2 | Have temporarily suspended their studies or are on academic leave; |
3 | Have more than 1 academic debt as determined by the higher education institution. |
The social scholarship amount is €455 per month. Applicants must meet at least one of the following criteria:
1 | Are from low-income families or are single individuals entitled to or receiving social benefits under the Law on Cash Social Assistance for Low-Income Residents; |
2 | Have a work capacity level of 45% or lower, or a severe or moderate disability level; |
3 | Are no older than 25 years of age and had guardianship (custody) established before reaching majority, or their parents (sole parent) have passed away. |
Applications for social scholarships are submitted electronically on the Fund's website using electronic banking or electronic signature systems.
The main application periods take place twice a year:
Autumn semester | September 15 – October 10 of the current year. |
Spring semester | January 20 – February 20 of the current year. |

The social scholarship is transferred to the student's personal account at the end of each month (by the 27th) until the end-of-semester date specified by the institution.
